Armenian, Azerbaijani leaders to meet in Moscow

The presidents of Armenia and Azerbaijan are set to meet Friday in Moscow in talks that might open a “new page” in negotiations in the 15-year conflict over the Nagorno-Karabakh region.

“The meeting is very important, and we hope to take the final steps toward resolving the conflict,” said Russian diplomat Yuri Merzlyakov. “Both [presidents] aim to attain results at this meeting.”

But another Russian diplomat has diminished hope for a possible agreement by saying “there were no plans to sign any documents at this stage.”

Presidents Ilham Aliyev of Azerbaijan and Serge Sarkisian of Armenia held reconciliation talks in November in Moscow as Russia cast itself as a peacemaker after its August war with Georgia.

Russian President Dmitry Medvedev said Armenia and Azerbaijan had made progress toward a resolution and the U.S. hailed the peace talks as “a real breakthrough.” Together with Russia and France, the United States is co-chairing an international panel, the Minsk Group of the Organization for Security and Cooperation in Europe, or OSCE, which has sought to mediate the long-standing dispute between the two countries.

A right-wing party in Armenia has meanwhile demanded the resignation of Armenian Foreign Minister Edward Nalbandian over what it called Sarkisian’s failed policy in the talks. However, the Armenian Revolutionary Federation, or Dashnaktsutyun, said it would not seek Sarkisian’s resignation, according to a report by Radio Free Europe/Radio Liberty.

The self-proclaimed Nagorno-Karabakh region issued a statement Wednesday, calling on international mediators to reset the current negotiating process, which it describes as distorted.

“It is impossible to achieve the conflict settlement [while] ignoring the existing reality,” the statement said. “Any attempts to return the Nagorno-Karabakh republic to the past are not only counterproductive, but are also fraught with new escalation of the conflict.”
