Stepan Demirchan: “The Karabakh conflict settlement without participation of “NKR” in the negotiation process is unreal”

“The “Nagorno Karabakh Republic” must become a full party in the negotiation process on the Karabakh conflict resolution”, considers leader of the Armenian Popular Party Stepan Demirchan.
“The resolution of the Karabakh conflict without participation of the Karabakh party in the process is impossible”, said Demirchan.
In this connection, he noted that the negative side of the Moscow declaration on Karabakh is the non-participation of “NKR” president in this process.
At the same time, the leader of the party added that the decision to continue talks on the peaceful resolution of the conflict in the framework of the OSCE Minsk Group is a positive side of the declaration, noting that Russia stressed its role in the conflict resolution, demonstrating initiative in the declaration signing issue.

Matthew Bryza: “The Karabakh conflict will be settled soon. I hope it will happen next year”

- After the recent war in Georgia you said that it will influence the settlement of the Karabakh conflict in the sense that some differences must be settled with Russia. Have these differences been settled?
- I think yes, President Medvedev, I think, has showed that he can play and has already played a positive role. On the other hand, Russia fulfills, though not completely, these functions, signed by Presidents Medvedev and Sarkozy. It means that the situation is improving related to relations between Georgia and Russia but they are still bad. However, President Medvedev has already made his positive contribution.
- Have the prospects of the Karabakh conflict settlement improved, considering the recent events?
- I think they have improved as all parties are aware that the conflict should be settled and that this conflict requires attention. It should be settled and there is a potential for that. And I feel there is a good environment between the Presidents Aliyev and Sargsyan. This also depends on the extent the two leaders feel trust and respect towards each others. This is normal and this is an issue of relations between people.

Turkey reiterates its call on Armenia to open archives on 1915 events

Turkish Prime Minister Tayyip Erdogan Thursday once again called on the Armenian government to open their archives for studies on the incidents of 1915.
Armenia, with the backing of the diaspora, claims up to 1.5 million of their kin were slaughtered in orchestrated killings in 1915. Turkey rejects the claims, saying that 300,000 Armenians along with at least as many Turks died in civil strife that emerged when Armenians took up arms, backed by Russia, for independence in eastern Anatolia.
In 2005, Erdogan took a first step towards resolving the issue by proposing a joint commission of historians launch an investigation and publish their conclusions, but the proposal was rejected by Yerevan.
“Our offer is still on the table. Let’s leave it to historians,” Erdogan told a conference in New York’s Columbia University.
“We have opened our archives and Armenians should open their archives too. We have studied over 1 million documents so far,” he was quoted by the Anatolian Agency as saying.
Erdogan said Turkey and Armenia should abide by the final decision of historians following these studies.
There is no diplomatic relations between Armenia and Turkey, as Armenia presses the international community to admit the so-called “genocide” claims instead of accepting Turkey’s call to investigate the allegations, and Armenia’s aggression against Azerbaijan.

“Karabakh coordinator of “Helsinki Initiative -92″: “Moscow declaration is the most disgraceful document through the whole history of the Karabakh conflict settlement”

“The Moscow declaration is the most disgraceful document on Nagorno Karabakh through the whole modern history and through the whole process of the Karabakh conflict resolution”, considers Karen Ohadjanyan, coordinator of the “Nagorno Karabakh committee” “Helsinki Initiative-92″.
He noted that “of all existing documents, undersigned by the conflict parties, this is the only one which lacks a signature of the Karabakh representative”.
He considers that this document completely rules out possible participation of the Karabakh side in the discussion of the basis of the future agreement on the resolution of the Karabakh conflict and replaces the format of the negotiation process in the OSCE Minsk Group framework.

- How do you assess results of the meeting in Moscow, which ended in signing of a declaration on the peaceful resolution of the Karabakh conflict between the Presidents of Russia, Azerbaijan and Armenia?
- The Moscow meeting of the three president proved what was clear before it: at the current stage the settlement of the Karabakh conflict is impossible. This declaration is a declaration in all senses. It declares intentions, which is certainly not bad but can hardly change the format of this protracted and complex problem, like Nagorno Karabakh.
- Is it possible to say that Azerbaijan has officially fixed its agreement for a referendum in Nagorno Karabakh on its status in 10-15 years in exchange for return of several occupied regions around Nagorno Karabakh?
- It is possible to say whatever one wants. Moreover, it will depend on the level of objectiveness of those who speak. In real, the declaration can not be “an official agreement”, such kind of documents are not made in a hurry.

Diplomacy in Caucasus to speed up, FM

Foreign Minister Ali Babacan says the upcoming days will see intense diplomatic contacts in the Caucasus and announces his Armenian counterpart will soon visit Turkey. The visit will be a follow-up to the landmark meeting of the two countries’ presidents
Armenia’s foreign minister, Edward Nalbandian, is expected to visit Turkey some time soon, his Turkish counterpart, Ali Babacan, said yesterday.
The visit will be a follow-up to the landmark meeting of the two countries’ presidents in September.
He said the upcoming days would see intense diplomatic contacts in the Caucasus, adding that he would visit Azerbaijan but noted that the exact time of the visits was not certain.
Turkey presented a proposal to establish a Caucasus platform in the wake of the Georgia-Russia war last summer. Both Armenia and Azerbaijan are backing the Turkish initiative for stability in the region. The platform will give Yerevan and Baku an opportunity to iron out their differences over the contested region of Nagorno-Karabakh.

Meetings with Azeri pres to yield positive results: Armenian leader

Armenian President Serzh Sargsyan said Thursday he would be glad of any meeting with Azerbaijan President Ilham Aliyev, since these contacts are leading to positive decisions.
“I am glad for any meeting with President Aliyev because I can see that all our meetings leading to positive decisions,” Sargsyan told a joint press conference with the European Commission Chief Jose Manuel Barroso following their meeting in Brussels.
Armenian and Azerbaijani leaders met in Moscow at the weekend and signed a declaration calling for a “peaceful resolution” to their dispute over the province of Nagorno-Karabakh on the basis of “binding international guarantees”, taking a step further towards the resolution of the conflict.
“A few days ago we signed a declaration in Moscow. One of the clauses of this declaration is that we see the Nagorno-Karabakh conflict resolution in the format of the OSCE (Organization for Security and Cooperation in Europe) Minsk Group,” Sargsyan was quoted by Interfax news agency as saying.

Caucasus peace to be achieved with Turkey’s initiativies- Azeri pres

Peace in the Caucasus will be established with Turkey’s initiatives and the good will of regional countries, Azerbaijan’s President Ilham Aliyev said Thursday.
“Problems in the region will be resolved with the good will of the respective countries,” said Aliyev, paying his first visit abroad to Turkey after his re-election, in an address to the Turkish parliament.
A Turkish-Azerbaijani union is an important factor in the region, Aliyey added.
“What is taking place in the Caucasus is of interest to all of us. Turkey conducts very active policy in regard to the problems in the Caucasus. Turkey will intervene more seriously to the regional problems in the future. Such intervention will have positive results. We applaud such initiatives,” Aliyev said.
“The greatest problem, vis a vis peace and security in the region, is the occupation of Nagorno-Karabakh by Armenia,” Aliyev was quoted as saying by Anatolian Agency.
Aliyev said Azerbaijani territory has been under the occupation of Armenia for almost two decades.

Armenia, Azerbaijan sign declaration in Russia mediated Karabakh talks

A joint declaration signed by Azerbaijani President Ilham Aliyev and his Armenian counterpart Serzh Sargsyan on Sunday, in Moscow said the two sides would “continue their work… to agree on a political settlement in the negotiating process.”
The leaders of Armenia and Azerbaijan called for a “peaceful resolution” to their dispute over the province of Nagorno-Karabakh on the basis of “binding international guarantees,” Russian President Dmitry Medvedev said after talks near Moscow.
The conflict between Azerbaijan and Armenia began in 1988 on Armenian territorial claims over Azerbaijan.
Since 1992, Armenian Armed Forces have occupied 20 percent of Azerbaijan including the Nagorno-Karabakh region and its seven surrounding districts, displacing 10 percent of the Azeri population in the series of bloody clashes both between and within the two neighboring countries.
In 1994, Azerbaijan and Armenia signed a ceasefire agreement at which time the active hostilities ended. The Co-Chairs of the OSCE Minsk Group are currently holding peaceful negotiations.
Nearly 30,000 were killed in the 1990s war over the enclave and soldiers on both sides continue to exchange sporadic fire, claiming lives.
