Armenian Defense Minister: “Nagorno Karabakh issue has already been settled by force”

Armenian Defense Minister announced that Nagorno Karabakh issue should be settled diplomatically.
“Campaign on bellicose rhetorics in Azerbaijan and distortion of historical facts started in the 1980s. Azerbaijan has once used the armed way of the conflict resolution. Nagorno Karabakh issue has been settled by force and now it should be brought to its logical end by diplomatic ways”, noted Seyran Ohanyan at a meeting with the audience of the summer school of Ararat Strategic Research Center, according to Armenia’s public television.
Ohanyan also noted that one of the directions for overcoming the problems, facing Armenia, is national solidarity. According to the Ministry, in the moment of threats, Armenian people demonstrate unity, but uses peace time not effectively to prepare for future threats.

Georgy Vanyan: “Resolution of the conflict with Azerbaijan is a vital and top priority issue for Armenia”

Settlement of the Karabakh conflict is a real, not cosmetic resolution of the Armenian-Azerbaijani relations and it can not be subjugated to the use of the third factors, said chairman Caucasus Center of Peacekeeping Initiatives Georgy Vanyan in his interview to Day.Az.
According to him, this is a vital issue for both countries and both peoples and importance of this issue can not be compared to the factor of opened or closed border with Turkey.
He noted that resumption and freezing of the Armenian-Azerbaijani conflict is a small change for the third countries.
“The conflict resolution lays in the area of direct Azerbaijani-Armenian relations. Our internal potential should be used for the purpose. Resolution of the conflict with Azerbaijan is a vital and top priority issue for Armenia. It can not lay in the area “of changing interests” of some third countries, either neighbor ones, or super states or simply states.”
He said the real progress in the Armenian-Turkish relations will undoubtedly cause progress in the resolution of the Armenian-Azerbaijani conflict.
“But this will not occur in the geopolitical field. The thaw in the relations can be possible in case of profound changes in Armenia. It does not mean change of powers. I imply the timely reassessment of national interests and review of development priorities”, said Vanyan.

-How would you comment on the fact of confidential talks between the Armenian and Turkish diplomats?
- I do not see a sensation in the news about the talks between representatives of Turkey and Armenia. Such talks have been held at times almost since the first day of existence of independent Armenia. As is known, former president of Armenia Levon Ter-Petrosyan directly set the task to his subordinates to search opportunities and ways of settling the problems in the Armenian-Turkish relations, including the opening of borders, restoration of transportation communication and problem of “genocide” in the mid 1990s. At that time, he failed to do it.
Yet the frozen relations between the two states can not be eternal. Nagorno Karabakh is too expensive for Armenia. The currently extremely low living conditions in Azerbaijan, economic problems, striving of Armenian and Nagorno Karabakh residents to leave the country is a direct result of the blackade and the abnormal life, it led to.

Azerbaijan rejects Armenia’s accusations about violation of international humanitarian law.
“Armenia, which occupied Azerbaijani territory, tries through its statements and accusations about violation by Azerbaijan of international humanitarian law to place on Azerbaijan the responsibility for all its own illegal and contradicting to international law actions,” Spokesman for Azerbaijani Foreign Ministry Khazar Ibrahim said to Trend News on 25 July.
On 24 July, the head of working group of Armenia’s State Committee on captives, hostages and missing people Armen Kaprielyan said Azerbaijan violates international humanitarian law, still keeping the four Armenians who were taken captives in April, and that Armenia would draw the attention of international community to the issue.
Four Armenian servicemen were detained in the Nakhchivan Autonomous Republic (NAR) of Azerbaijan in April 2008.

Armenian leader calls for better ties with Turkey

Armenian President Serzh Sarksyan called on Monday for closer ties with Turkey, 15 years after the two nations severed diplomatic relations over the Nagorno-Karabakh conflict, news wires reported.
Both Armenia and Turkey will gain from established relations, Sargsyan told at a press conference.
“Certainly, in both countries there are people who think the opposite but this does not mean that we must sit idly by,” he was quoted by Interfax as saying.
“The important thing is that in relations between Armenia and Turkey a trend is taking shape for being ready to start a healthy discussion of the existing problems,” he also said.

Moscow Talks on Nagorno-Karabakh Conflict to Focus on Territorial Integrity of Azerbaijan: Foreign Ministry

The upcoming Moscow talks between the Foreign Ministers of Azerbaijan and Armenia on the resolution of Nagorno-Karabakh conflict will focus on the territorial integrity of Azerbaijan.
The meeting of the Foreign Ministers of the two countries Elmar Mammadyarov and Edward Nalbandyan will be held on 1 August in Moscow, Khazar Ibrahim, spokesman for the Foreign Ministry of Azerbaijan said to media on 21 July.
The talks will be held on the basis of Madrid principles of resolution of the conflict. In November 2007, co-chairmen of OSCE Minsk Group presented basic principles of the peaceful resolution of Nagorno-Karabakh conflict to the presidents of Armenia and Azerbaijan. The co-chairmen believe that the “ Madrid proposals” are fair and balanced.

Armenian President: “Peace Means to Solve Karabakh Conflict Not Exhausted”

Serzh Sargsyan, Armenian President believes that the peace means to solve the Karabakh conflict has not been exhausted yet.
“The first meeting with the Azerbaijani President Ilham Aliyev made an impression upon me that the peace means to solve the Karabakh conflict has not been exhausted yet,” the Armenian President stated in the news-conference on 21 June, Novosty-Armenia reported.
On 7 June, the first meeting between the Armenian and Azerbaijani President was held in St.Petersburg.
According to the Armenian President, Aliyev is to continue the negotiations. Sargsyan stated that the Karabakh conflict can be settled through negotiations.

If Armenian-Turkish border is deblocked, the Karabakh conflict may be resolved over a month, since in that case Azerbaijan will lose its the only seeming privilege over Armenia, director of Hay Dut central office and on political issues of ARF Dashnaktiutyun Kiro Manoyan told ArmInfo correspondent.
He also added that Turkey cannot change its position regarding the Karabakh conflict, nevertheless any positive changing in the Armenian-Turkish relations will affect the Karabakh conflict settlement process. “In that case Azerbaijan will understand that it lost. I understand the anxiety that has already risen in Azerbaijan in this context,” - Manoyan said.
At the same time he said the border will be hardly deblocked since it would be too big strep of Turkey towards Armenia. He thinks that Turkey will make any positive step towards Armenia for its propagandist purposes.
“At the same time Armenia does not have an opportunity to make compromises to Turkey as there is no compromise. The only compromise of Armenia to Turkey could be refusal of the Armenian authorities from the policy of the Armenian genocide recognition in all over the world, but I absolutely rule out such a compromise”, - Manoyan concluded.

Azerbaijan Has Right to Liberate Its Lands: Jordan General

If the Armenian-Azerbaijani Nagorno-Karabakh conflict is not resolved by peaceful means, Azerbaijan has a right to liberate its lands, Khalid Jamil al Sarayrah, chairman of the United Committee of the Heads of Headquarters of the Armed Forces of Jordan said in his meeting with the Defense Minister of Azerbaijan Safar Abiyev.
The defense minister of Azerbaijan informed his guest of the military and political situation in the region.
The Minister said that 15-year mediation of OSCE Minsk Group on the peaceful resolution of Nagorno-Karabakh conflict does not yield any results and added that if no results are achieved in resolving the conflict by peaceful means, Azerbaijan can resort to serious measures to liberate its occupied lands.

Washington Welcomes Commitments of Presidents of Armenia and Azerbaijan to Reinvigorate Peaceful Process: American Diplomat

Washington welcomes the commitments of Presidents of Armenia, Serj Sargsyan and Azerbaijan, Ilham Aliyev, to reinvigorate the Minsk Group process on Nagorno-Karabakh conflict.
“The USA welcomes the commitments of Presidents Sargsyan and Aliyev to reinvigorate the Minsk Group process,” U.S. Deputy Assistant Secretary of State, Matthew Bryza, told TrendNews on 15 July.
Bryza, who is Co-chair of the OSCE Minsk Group on Armenian-Azerbaijani Nagorno-Karabakh conflict, said that he intends to meet with Armenian Foreign Minister Edward Nalbandian in Washington and discuss the condition of talks.
In addition, the Co-chairs of the OSCE Minsk Group intend to meet with the Foreign Minister of Azerbaijan, Elmar Mammadyarov, in the near weeks.
